Fallout 4 downloaded mods new game wont start

I tried starting up a modded game from a clean, non-modded save. It worked perfectly. I tried to start a new modded game, but the black loading screen just did infinite loops. What would cause a loaded game to work when the new game didn't? Yeah I re-downloaded fallout 4 on my SSD last night and I can't reload my saved games. it just crashes. SOMEHOW, i have over hours in Fallout 4 on this very PC, and suddenly, after playing this morning, wanting to try the new survival mode I went ahead and tried to start a new game well, it doesn't work. I figured maybe changing the difficulty would help, but absolutley no dice. Dec 2, @ am. OP, if you don't have any mods or Creation Club items installed and verifying the game files doesn't let you launch the game, try the following. Make sure you're running the game as the Administrator of your pc. Make sure your antivirus is not blocking Fallout 4 from launching.
